Ministers are examining schemes in France and Belgium in which people who need
help with household chores or tasks such as shopping can pay someone to
assist them using special vouchers partly funded by the state.
A report published jointly by the care minister Norman Lamb and an alliance of
charities and employers argues that adopting a similar system in Britain
could create more than 700,000 jobs while enabling people to maintain their
independence.
Crucially, it could also take the pressure of family members who are juggling
caring responsibilities and full time work, the report concludes.
