Government advisers have said that access to GP medical records online is a vital 'first step' towards patients feeling that they truly own information held about them.
However, just providing access is not enough if patients are not supported and counselled about what they may find, the Future Forum said.
The recommendations were included in the 'information' section of the wide-ranging document on the future direction of the NHS.
It also said that the huge 'national programme for IT' set to cost billions should be replaced with a variety of systems as long as they could all work together. The national programme has already been scaled back with plans for one system in every GP surgery and hospital replaced with local systems.
